President asks Constitutional Court to rule on public-sector job cuts


President Bronislaw Komorowski on 7 January referred to the Constitutional Court the part of the government’s fiscal reform package that authorises the axing of 10% of jobs in the public sector over 2011-2013, amid concerns that the arbitrary nature of the cuts violated the rights of civil servants and might lead to costly lawsuits. The decision puts a question mark over the fate of the programme, which was scheduled to take effect on 1 February, and could force the government to look elsewhere for comparable savings.

According to the government’s estimates, the job cuts – affecting 30,000 of the 300,000 staff employed by ministries, quasi-governmental agencies and voivodship offices – were to bring annual savings of PLN 1bn (approx. €256m) over the next three years.
