BCC: businesses urge swift action on public finance reform

The government should act far more quickly and decisively to reform public finances so as to safeguard economic growth, according to a survey of member companies of the Business Centre Club (BCC).

Just 1% of the surveyed companies said that the economic situation in Poland was good, whereas more than one in three (76%) described it as “satisfactory but in urgent need of reform” and 23% believe it is bad. Furthermore, none blamed the global crisis whereas 80% said the biggest problem was the current and past governments’ failure to undertake major reforms. The respondents identified a list of 40 areas where reform was particularly called for. At the top of the agenda are cuts in public spending (including a reduction of non-discretionary spending), mentioned by 31% of respondents, followed by pension reform (i.e. overhaul of the Social Insurance Fund FUS and the farmers’ insurance system KRUS) with 22%, and better targeting of social spending (9%). BCC members would also like to see accelerated privatisation, better absorption of EU funds, a freeze on new jobs and wages in the public sector, and efficiency improvements at quasi-governmental bodies.

The survey was conducted by telephone in December 2010.

The BCC has 2,500 members (persons and companies).
