Manpower: Polish employers more cautious about hiring expectations

Seventeen percent of Polish firms expect to hire new workers in the first quarter of 2011, while 12% anticipate job cuts, according to the Manpower Employment Outlook Survey, an international quarterly study by the US employment services firm. This compares to 19% and 8%, respectively, in the previous quarter and marks a six-point decline in the balance of employment expectations compared with three months earlier, to +5 points (the percentage of companies planning no changes to employment levels during the coming quarter fell to 68% from 71% at the end of July).

Manpower commented that although the quarterly decline was partly related to seasonal factors, the result was nevertheless somewhat below expectations. As a result, Poland – which had led the European ranking for more than two years – fell to fifth place at the end of October, clearly behind leader Germany with +11 points. At the same time, however, the balance of employment expectations remained above year-ago levels (+4).

Six of the 10 main economic sectors covered by the study showed a positive balance of employment expectations, led by the public sector with an impressive +20 points, followed by transport and logistics (+16 points), manufacturing (+13 points) and finance, insurance real estate and business services (+12 points). In two sectors the balance was zero (construction and hotels and restaurants), and in two it moved well into negative territory (mining at -5 points and agriculture, forestry and fisheries at -10 points).

The Polish leg of the survey was conducted between 14 and 27 October on a representative sample of 750 companies.

The publication of the survey’s results coincided with the release of preliminary data from the Ministry of Labour showing that the jobless rate increased by 0.3 p.p. to 11.8% at the end of November, with the number of persons registered as unemployed up by 42,400 over the month.
