President signs off on expanded scope of support for crisis- and flood-stricken firms


President Bronislaw Komorowski has signed into law a relaxation of eligibility criteria for companies seeking state support under a 2009 law designed to protect jobs and help firms hurt by the economic downturn. The amendment makes the support accessible to companies whose revenues dropped by at least 15% (at an annual rate) during three successive months after June 2008, compared with 25% in the original version of the document. It also extends eligibility to firms hit by this year’s flood.

The 2009 bill envisages several forms of assistance for companies experiencing “temporary financial difficulties” (apart from relaxed labour regulations benefiting all firms). It allows companies hurt by the crisis to send employees on a special state-subsidised temporary paid leave for up to six months, during which time workers are paid the equivalent of the statutory minimum wage, financed in almost 50% by the government (the equivalent of the jobless benefit), or to reduce employees’ wages or working hours by up to 50% over a similar period, with the balance paid by the Guaranteed Employee Remuneration Fund (FGSP).
