Local authority budgets show PLN 0.9bn surplus in Q1-Q3

The budgets of Poland’s local authorities – gminas, districts, and voivodships – showed a combined surplus of PLN 897m (approx. €224m) in the first three quarters of the year, according to data from the Ministry of Finance.

The aggregate revenues of local authorities amounted to nearly PLN 118bn (€29.5bn) during this period, which represented 69.7% of the entire year’s plan and was 3.5% higher than a year earlier. Expenditures totalled almost PLN 117.1bn (€29.2bn), i.e. 59.2% of the plan and 6.6% higher versus the same period of 2009.

For the year as a whole local authorities are expected to show a deficit of PLN 28.7bn or €7.2bn, their expenditures being disproportionately concentrated in the third and (especially) fourth quarters.

The combined debt of local authorities totalled PLN 45.5bn (€11.4bn) during Q1-Q3. Local authority debt has now increased by 12.8% since the beginning of the year and represents 26.9% of planned revenues (or 25% if EU-funded projects are excluded).
