Higher cigarette excise to raise extra PLN 230m in 2011


The Sejm on 29 October voted to approve a 4% rise in the excise tax on cigarettes effective from 1 January 2011. The change is part of a gradual process of bringing Polish cigarette excise into line with EU directives by 2018.

As of next year, the specific rate on cigarettes will rise to PLN 158.36 (approx. €39.86) per 1,000 cigarettes, whereas the ad valorem rate will increase to 31.41%. The rates for tobacco will be PLN 102.32 (€25.75) per kilogram and 31.41%. The fixed rate for cigars and cigarillos will be PLN 244.4 (€61.5) per 1,000 pieces.

The Ministry of Finance estimates that the rise in the cigarette excise will bring in an extra PLN 233m (€59m) for the central budget. At the same time, cigarette sales are projected to fall by an estimated 2.5%.

The approved legislation also introduces clearer definitions of cigarettes, tobacco waste, cigars and cigarillos.
