Ministry to relax business start-up regulations


The Ministry of Economy has published for consultation a draft amendment to the Freedom of Economic Activity Act that would substantially simplify the process of starting up a business.

Among other things, the document abolishes the requirement to obtain a certificate confirming entry of a newly-established business into REGON, the national register of economic entities. Furthermore, on 1 July 2011 a Central Register and Database of Economic Activity will be established that will accept applications in electronic form (without requiring a secure electronic signature). Paper-based applications will still be accepted, and not just by local authorities but also by all tax offices, regardless of geography. The new database will also contain a register of proxies, a long-standing demand of the business community.

The deadline for the submission of comments is 15 November.
