In the more than five-and-a-half years since its entry to the European Union, Poland achieved a positive balance of financial flows with the EU of over €20bn, according to latest estimates from the Ministry of Finance.
As of 31 December 2009, Poland registered a net inflow of EU funds of €20.05bn. Between 1 May 2004 and 31 December 2009 the country for example received €20.2bn in cohesion funds and €11.6bn in common agricultural policy funds. Payments to the EU budget over this period totalled €15.7bn.
Absorption of EU funds accelerated under the current 2007-2013 budget perspective. In 2009 alone, Poland received €6.1bn in cohesion funds and €3bn in common agricultural policy funds.
The publication of the figures coincided with a report in Rzeczpospolita about delays in the allocation of PLN 40bn (approx. €9.9bn) worth of EU funds available for certain categories of projects – mainly large infrastructure projects – due to slow preparation of the investments. That is despite a generally high level of absorption in most other areas.
