Employers will be made responsible for the calculation and filing of the income-tax returns of their employees effective from 2011, under amendments to the Tax Code and the Personal Income Tax Act passed by the Sejm on 25 September.
The law applies to taxpayers working for a single employer, a group of approximately 4-5 million people, according to estimates from the Ministry of Finance. Employees will be allowed to opt out from the law, by notifying their employers until 15 January of the following fiscal year that they wish to calculate and file their returns for the previous year themselves.
Although the new arrangement will increase the burden on employers, deputy finance minister Maciej Grabowski was quick to stress that this will be compensated for through an increase in the fees that companies receive for transferring tax payments to Tax Offices.
