Government adopts new development strategy

The government on 25 September approved the National Development Strategy 2020, a document setting out key action areas and goals required to accelerate Poland’s development over the next eight years and achieve economic and social objectives. It will constitute the basis for the allocation of EU funds under the new budget perspective 2014-2020.

The plan identifies three strategic areas of focus: competitiveness, social and territorial cohesion, and efficient public administration. Its targets are that Poland’s GDP per capita will rise to 74-79% of the EU average from 63% in 2010, that household incomes will grow by 38-42% over this period, and that the country will improve its standing in the WEF global competitiveness table to 25th from 39th. At the same time, the general government deficit is to fall to 1% of GDP from 7.8% in 2010.

To achieve these objectives, public investment is to concentrate chiefly on pro-growth and competitiveness-enhancing areas such as education, health, culture, transport, telecommunications infrastructure, and research and development. Expenditures on these areas are to reach 17.6% of GDP by 2020, of which 23-25% will come from EU funds.

They are to be accompanied by fiscal consolidation measures.

To meet the twin challenges of fiscal stabilisation and higher expenditures on economic and social development, the government envisages greater use of public-private-partnerships or even public-private-social partnerships. Private capital is to play an important role in R&D and transport investment, and a leading role in energy and port, airport and telecommunications infrastructure.
