Manpower: retreat in hiring plans in Q3


Seventeen percent of Polish firms expect to hire new workers in the fourth quarter of 2011, while 10% anticipate job cuts, according to the Manpower Employment Outlook Survey, an international quarterly study by the US employment services firm. This compares to 22% and 8%, respectively, in the previous quarter and marks a seven-point decline in the balance of employment expectations compared with three months earlier, to +7 points (on a year-on-year basis the result represents a drop of four points). The share of firms planning no changes to employment levels during the coming quarter rose by two points to 69%.

Eight of the 10 main economic sectors covered by the study showed a positive net employment outlook for Q4, though in all but one the balance deteriorated compared with three months earlier, in some cases dramatically so. Manufacturing firms were relatively the most bullish with a net balance of +16 points (down two on the previous quarter), followed by construction companies (+12 points, down by 14 q-o-q), finance, insurance, real estate & business services (+11 points, down seven), and retail and wholesale trade (+9 points, the only sector to post a quarterly improvement, by three points). The biggest deterioration occurred in hotels and restaurants, where the net balance plunged by 18 points to +2. The two sectors where the outlook fell into negative territory were energy, gas and water supply (-3, down by seven points over the previous quarter) and the public sector (-2, down by 16 points).

The Polish leg of the survey was conducted between 21 July and 3 August on a representative sample of 750 companies.
