Business-friendly legislation takes effect


The Reduction of Administrative Barriers for Citizens and Businesses Act, passed by the Sejm earlier this year, came into force on 1 July. One of its main objectives is to cut red tape and slash the real cost of doing business by easing the paperwork burden on companies.

The bill scraps more than 200 statutory declarations or certificates and replaces them with statements, a less onerous requirement; abolishes the need to produce declarations about obtaining tax and statistical information numbers NIP and REGON; removes some penal sanctions from several laws; reduces maximum fines that can be imposed on a company in relation to a crime committed by a person acting on its behalf to 3% from 10% of annual revenues; or makes it easier to incorporate a one-man company. It is estimated that the law will reduce the number of certificates sought from authorities by 8 million a year, and will benefit 1 million economic entities.
